Northampton Planning Board delays vote on 39-unit Glendale Road cluster project over traffic safety concerns. The board voted unanimously to continue the Sovereign Place condominium application by Sovereign Builders to its February 26 meeting after neighbors and Ward 6 City Councilor Chris Stratton raised sharp concerns about sight lines and vehicle speeds on the steep, curving hill where the project's single driveway access would connect to Glendale Road in Florence. City Planner Carolyn noted the city's Department of Public Works had issued stormwater approval the day of the hearing and described a $117,000 traffic mitigation obligation — at $3,000 per unit — that could fund a three-way stop at Glendale and Park Hill roads.

Applicant engineer Rob Levesque of Levesque Associates told the board the project's site distance measurements exceed AASHTO standards at the posted 30-mile-per-hour speed limit, but members asked for an updated analysis accounting for actual travel speeds, a reconciliation of a crash-count discrepancy between the Bowman Associates traffic study and state data, and a revised trail routing plan. The board also unanimously approved a three-unit, approximately 4,500-square-foot site plan by Lewis Builders at 52 Woodbine Avenue, with a $3,000 traffic mitigation payment among the conditions.
