Northampton Planning Board Approves Cooley Dickinson Hospital Lighting Waivers Unanimously

NORTHAMPTON — May 14, 2026 — Northampton Planning Board unanimously approved lighting waivers for Cooley Dickinson Hospital's ambulance canopy, allowing brighter and bluer light than city code permits. The board voted 5-0 at its May 14 meeting to grant a site plan amendment permitting 4,000 Kelvin color temperature — against the city's 2,700 Kelvin limit — and illumination ranging from eight foot-candles when unoccupied to 30 foot-candles during active ambulance calls, compared to the standard five-foot-candle cap. The approval is conditioned on installation of shielded, recessed fixtures and motion-activated dimming controls, and requires all other campus lighting to comply with the five-foot-candle standard. Members of Northampton City Lights packed two rounds of public comment challenging whether Joint Commission standards actually require 4,000 Kelvins outdoors, with James Lowenthal of 181 Crescent Street arguing "the scientific literature does not support" the claim that brighter, bluer light improves emergency safety. The board concluded that Joint Commission requirements — which determine the hospital's Medicare and Medicaid eligibility — justified the waivers, with board member Sam stating the hospital "has done more than like everything that we've wanted."
