Northampton Board of Health Sets April Hearing for Nicotine-Free Generation Vote

NORTHAMPTON — March 19, 2026 — Northampton Board of Health votes to hold April hearing and final vote on nicotine-free generation tobacco ban. Meeting unanimously Thursday, the four-member board first voted 4-0 to schedule a public hearing and vote at its April 16 meeting, then voted 4-0 to write a July 1, 2005 birth-date cutoff into the draft regulation, meaning anyone born on or after that date would never legally be able to purchase tobacco or nicotine products in the city. Board member Janet Grant said the board had reached the point where "there's little left to discuss," while Chair Joanne Levin noted the board had been deliberating the policy for roughly 18 months. Commissioner Meredith O'Leary committed to verifying before the April vote that FDA-approved cessation products sold at pharmacies would remain accessible to people covered by the new birth-date restriction. Six members of the public had addressed the board before the meeting opened, including a Northampton store owner who warned that 80 percent of convenience stores could close within a decade, and a Newton physician who said Brookline — the community with the longest-running nicotine-free generation policy — has not seen a single retailer close as a result.
