Board of Health · Meeting of September 17, 2026

Northampton Board of Health continued public hearing on Valley Recycling's waste expansion request. The facility seeks to increase permitted daily solid waste from 324 tons to an additional 150-200 tons per day at its Easthampton Road site. Three residents opposed the expansion during public comment, citing noise and vibration impacts on South Street.

Valley Recycling's representative Rich Pitts testified that most large trucks use alternate routes and the facility turns away six to twelve vehicles on busy days when capacity is reached. The board expressed concern about South Street road conditions and requested firmer Department of Public Works commitments on repairs. Health Commissioner Merridith O'Leary noted that conditioning approval on municipal work would not be legally defensible.

The board voted unanimously to continue the hearing to a date before October 15, 2026.
