Northampton City Council adopted a rewritten sign ordinance 8-0, capping commercial ground signs at six per business and digital display area at 50 percent while keeping an 11 p.m. lighting cutoff. Councilor Perry recused himself, citing prior comments about fundraisers. Planning Director Carolyn Misch said the rewrite removes "content driven" sign rules exposed by Supreme Court rulings, after the city went roughly a decade without enforceable signage rules following an earlier ordinance struck down as unconstitutional.
Councilor Robbins said downtown "residents who live in apartments... do not want these lights shining in their windows," while Councilor Stratton flagged unresolved dark-sky and video-display concerns. The council also approved a 10-year NCTV lease 9-0 and, after suspending its rules, approved the November 3 state election warrant 8-0; City Clerk Powers reported 5,170 vote-by-mail applications and nine ballot questions on the ballot. An Eversource cemetery gas-line easement was continued to October 15.
