NORTHAMPTON — The Northampton Energy and Sustainability Commission approved minutes 7-0 and debated Valley Green Energy's pricing strategy after dropping extra renewable energy credits. Commission member Ben Weil said the credits, once meant to spur new wind and solar projects, had become "a useful fiction" after federal policy changes stalled development, and said new two-year supply rates will rise but stay below National Grid's basic service. Member Eric Winkler reported monitoring two aging municipal solar arrays, at James House and Smith Vocational School, costs $290 and $390 a month respectively, too costly to abandon but not yet worth replacing.
Commissioner Chris Stratton estimated the city's Ryan Road School solar project could generate about $37,000 a year in credits. Senior Planner Carolyn Misch said the city must be ready for a new state combined clean-energy permitting path by October 1. No formal votes were taken on Valley Green Energy's future pricing or development strategy.
