NORTHAMPTON — The Northampton Finance Committee forwarded a $2.166 million school capital order to the full council with no recommendation after two failed motions. School committee member Amy Martin asked the panel to "remove all items related to the North Hampton public school district in order 26.022" and return them for school committee review, while teacher Sue Sullivan backed funding for Yonder phone pouches tied to a bell-to-bell cell phone ban. Resident Drew Richard raised concerns about a $1 million, five-year Chromebook replacement plan, saying it could strain relations with the School Committee.
After consulting City Solicitor Seewald, the committee learned it could not divide the order and twice failed to reach consensus, 1-2 with one abstention each time, before letting it go forward unendorsed. The panel separately approved positive recommendations on $1.35 million in capital stabilization spending, $1.8 million for city hall roof work, $1 million for sidewalks, $1.5 million for roads, $700,000 for DPW vehicles and $450,000 for an Academy of Music boiler.
