Other Committee · Meeting of June 16, 2026

Northampton's Transportation and Parking Commission heard Director Donna Lascalia announce her resignation, effective August 31, while leaving a Bancroft Road parking dispute unresolved. Lascalia, who also chairs the commission, said the mayor's office issued a resignation announcement at 2 p.m. the day of the meeting; she will stay through summer to assist her successor. Commissioners voted 7-0 to approve May 19 minutes and 7-0 to adjourn, but took no vote on a temporary one-side parking restriction on the narrow, 1,020-foot Bancroft Road, where resident Jennifer Addis said blocked walkways force her to "climb through the garden, through the dirt, through the mud, through the ice." Police Chief John Cartledge and Parking Enforcement Administrator Nancy Forrestal said the restriction, imposed after a site visit found emergency vehicles couldn't pass, would continue on a trial basis pending a future ordinance vote.

Councilor Jeremy Dubs separately detailed enforcement gaps in the city's sidewalk snow-removal ordinance, noting a pending City Council vote to adopt Massachusetts General Law Chapter 40U, which would allow property liens for noncompliance.
