NORTHAMPTON — Zoning board approves special permits for garage deck and hospital sign in single hearing. The Board granted a special permit to Rasif Rafiq to connect a detached garage to his single-family house at 94 Williams Street via deck, determining the change would not substantially increase neighborhood detriment. Cooley Dickinson Hospital won approval for an additional wall sign at 30 Locust Street but with one condition: the sign must remain unlit.

Public commenter Tina White had opposed illumination, citing light pollution and bird migration concerns; the board found a lit sign would create navigational confusion given nine existing wall signs.
