Council defers end-of-year transfer orders to July 15

Northampton City Council introduces and defers voting on end-of-year financial transfer orders until July 15. Order 26.092 includes $745,000 for road improvements, $340,000 from Highway staffing, and $345,000 from Parks, Forestry and Cemeteries. Order 26.093 transfers $358,203 from health insurance to the city's OPEB trust, which holds $7,669,922.

Councilor Christopher C. Stratton questioned the road-transfer pattern, which grew from $170,000 in 2024 to $745,000 in 2026, asking why funds come from vacant positions rather than the Capital Improvement Program. Finance Directors Nardi and LaScaleia will answer questions before the July 15 vote.
